Job Summary
The Associate Director of Compliance (Internal Only) role is an integral part of the Student Support Team, ensuring full compliance with all federal and state regulations across the network, campus, and school levels. The starting salary range for this role is $94,082-$103,984. This is a full-time, headquarters school-based role that involves traveling throughout the school day to various campuses with an anticipated immediate start date.

About the Role
In this role, you will support the network's overall special education compliance. You’ll directly manage and coach 5-7 compliance specialists. Given the network lens, you will also assist in sustaining policies and systems that ensure KIPP DC’s overall compliance with student support services regulations, working closely with our student support services staff and school leaders.

Location and Type of Work
This is an exempt position and will report to the Managing Director of Student Support Compliance. As a headquarters team that is focused on being responsive to our schools and meeting the needs of our students and families, we approach our work in a way that reflects these priorities. Schools operate in person and our students and families rely on us for in-person support which requires this position to be fully on-site. This role is currently required to be on-site or in schools during regular work hours.

Responsibilities

Drive Compliance (40%)

  • Ensure compliance with all Office of the State Superintendent of Education (OSSE), Public Charter School Board (PCSB), Individuals with Disabilities Education Act (IDEA), and other agency requirements as it relates to special education academic programming.
  • Distribute monthly IEP and 504 compliance audits to school and network-level staff
  • Respond and provide support to school-based staff, district staff, with expert troubleshooting and coaching regarding the PowerSchool Special Programs special education system.
  • Manage and coordinate related services delivery monthly and report non-compliance to the Managing Director of Student Support
  • Project manage the collection of early childhood child outcomes summary (COS) data and liaise reporting to the state 
  • Monitor and ensure that Individualized Educational Plan (IEP), Student Education Plan (SEP), Behavior Intervention Plan (BIP), 504 and eligibility meetings are being scheduled and compliant in the legal timeframe
  • Audit and support compliance specialists to ensure accurate special education information is in all systems that impact  (Special Programs, SLED, IDS, QLIK)
  • Proactively maintain and promote compliance metrics including sending weekly reports to school teams, directors, compliance specialists and coaches  regarding eligibility and IEP compliance
  • Coordinate the alternate assessment for students with disabilities
  • Monitor related services delivery weekly and monthly to report to the Managing Director of Student Support
  • Provide technical support and training on the special education management system to staff
  • Support the response to quarterly OSSE audits around initial eligibility, re-eligibility, and transition plan compliance.
  • Plan and follow in summer evaluations for students who require testing

Coaching and Development  (50%)

  • Provides feedback, coaching, and development plans for up to 8 compliance specialists.
  • Provides professional development for compliance specialists on main components of DCMR policies and regulations, KIPP DC norming documents for compliance, and other areas as required 
  • Coach compliance specialists in training strong case managers, transportation requests, coordination and implementation of accommodations on state and local testing in collaboration with school teams 
  • Maintain and model a caseload of students.
  • Facilitate small group and whole staff professional development on an as needed basis

Medicaid (5%)

  • In collaboration with the Managing Director of Compliance and the finance team, support network-wide oversight of Medicaid compliance
  • Work with headquarters staff to assist in Medicaid audits as necessary
  • Represent KIPP DC in state and local professional developments to ensure KIPP DC practice is following reporting regulation

Perform other related duties, as assigned (5%)

  • Support compliance for KIPP DC students enrolled in our LEA 
  • Attend professional development workshops, conferences, and meetings to stay abreast of current topics in student support services
  • Manage small and large scale projects as assigned by the Managing Director of Compliance 
  • Help onboard mid-year Student Support Teammates
  • Provide coverage at schools when a compliance specialist is not available


Requirements & Preferences

Required Qualifications

  • Bachelor’s or Master’s degree, with at least one in special education
  • Certified in special education or holds a Master’s degree in special education
  • Minimum of 3 years of special education teaching experience
  • Minimum of 2 years of experience coordinating or managing special education compliance at a school or district level
  • Proven record of achieving 100% compliance with regulations
  • Strong understanding of state and federal Special Education laws and local policies, with experience leading complex meetings (e.g., with attorneys and advocates)
  • Excellent communication skills, both oral and written
  • Results-driven, collaborative team player with strong problem-solving skills and a commitment to success

Preferred Qualifications

  • People management experience
  • Experience collaborating and partnering with case managers and school teams
  • Proficient in creating and analyzing data spreadsheets to monitor and share compliance rates
  • Skilled experience in designing and delivering professional development for compliance specialists to support teachers and ensure compliance

  • KIPP DC also offers a 403(b) retirement account with a 3% employer contribution and a 3% match with vesting after three years.
  • Currently, individuals in this role have up to 15 paid time off days, up to 10 paid sick days, and 12 paid holidays. This is subject to change and your exact schedule will be shared in your offer letter.
